jquery struts2 IE8 乱码有关问题

原因如下：

我们是用struts2框架，struts.properties配置文件里，我们设置了
struts.locale=en_GB
struts.i18n.encoding=utf-8

虽然国际化是utf-8，但是struts.locale属性在IE8、火狐、Google Chrome里起作用，限制了输出的字符集。

解决办法：
将struts.locale=en_GB去掉，估计默认为本地的字符集，或改为struts.locale=zh_CN
